The CPEC is one of eight committees, which in this case is characterized for its vertical and also horizontal intervention, in every sector of activities, having regard to the fact that it is responsible for the flow of information that is crucial in the crisis management. It also represents the country in the Committee for the Civil Emergency Communications Planning in NATO.
It comprises delegates of several bodies, institutions and companies with responsibilities regarding the functioning of the sector, who study and prepare the ex ante planning of the operation in crisis situations, and who contribute towards the definition and permanent updating of the policies of the Civil Emergency Planning in the Communications sector.
It is supported by a permanent staff that is organized in:
- Studies and Planning Centre;
- NATO Security and Monitoring;
- Secretariat.
In crisis situations, the Chairman, Deputy Chairman, representatives of the several activity sectors and support staff integrate the Crisis Management Body for the Communications sector.
Authority
The CPEC is under the direct authority of the Minister responsible for the Communications area and under the functional authority of the Minister for National Defence, the Chairman of the National Council for the Civil Emergency Planning (CNPCE).
